Fugitive from Gray Among Maine's Most Wanted
New Website Tracks Criminals


Charles Small, formerly of Gray, is a felon. Mr. Small -also known as Kelly Joe Small, Rick Tracey, Kelly Small, and Kelley Small- is wanted by the police. He has outstanding warrants for the following charges: theft by receiving stolen property, fraud, forgery, theft by deception, misuse of identification, and probation revocation. Some of these are felony warrants.

Unfortunately, Small is on the lam but a new website has been set up so law enforcement and the community can work together so career criminals like Small are put behind bars.

The website, www.mainemostwanted.com, is sponsored by the Univeristy of Maine at Augusta - Maine Community Policing Institute and maintained by the Brunswick Police to identify unknown criminal suspects.

A similiar website in Massachusetts, massmostwanted.com, was the inspiration for this effort that was created with the collaboration of the FBI National Academy Associates, Wellesly Police, Westwood Police, Brunswick Police Crime Analysts, and the Executive Director of the Maine Community Policing Institute.

On January 6th, the new website was instrumental in helping police nab one suspect. A Windham woman was arrested for cashing counterfeit checks and has charges pending in three states. Another suspect was caught on tape during a theft at Sears in Brunswick and police are currently in the process of obtaining an arrest warrant based on information from this website.

The site is open to the general public so that citizens can provide police with information about suspects on the site that they may have seen or have other information about. There is a section on the website to report a tip to the police.

The site also has information about the local law enforcement officer working the case. So residents in Gray who may have information about Small can either click on the "report a tip" link or call the investigating officers: Trooper Larry Rose and Trooper Steven Green at 657-3030.

Small is 36 years old, caucasian, tall and of light complexion. Small has moved from his residence in Gray and the Maine State Police is very interested in locating him. The state will extradite and no bail is allowed.
