Town of Gray Warrant for Annual Town Meeting

TOWN OF GRAY ANNUAL TOWN MEETING WARRANT

WHEREAS, The Town Council did approve Order #81 establishing the Annual Town Meeting Warrant on May 4, 2004, and
WHEREAS, Further amendments to the Warrant are required to assure completeness and compliance to legal requirements.
IT IS NOW HEREBY ORDERED by the Gray Town Council as follows:
That Order #81 is hereby rescinded and the following is substituted:
ANNUAL TOWN MEETING WARRANT
Cumberland, SS. State of Maine
Donna Hill; a Resident of the Town of Gray

Greetings:
In the name of the State of Maine, you are hereby required to notify the Voters of the Town of Gray [qualified by law to vote in Town affairs] to meet at Stimson Hall on Saturday June 5, 2004 at 10:00 a.m. to act on Article 1-19.

Article 1.To choose, by ballot, a Moderator to preside at said Annual Town Meeting and to conduct the Annual Election on Tuesday, June 8, 2004 from the hours of 6:00 a.m. to 8:00 p.m. The Election shall be held at Newbegin Center.

At the conclusion of the business meeting, the Town Meeting shall then be recessed to a time certain: June 8, 2004 from 6:00 a.m. to 8:00 p.m. at Newbegin Center; whereupon such Town Meeting shall come to Order to conduct the Municipal Election for all necessary Municipal Officers: One [1] Town Councilor for a term of three [3] years, two [2] School Administrative District No. 15, Board of Directors, each for a term of three [3] years; and one [1] Gray Water District seat for one term of five [5] years; and any referendum question[s] legally presented.

ABSENTEE BALLOTS SHALL BE OPENED AT 2:00 P.M. At the conclusion of the election, the Town Meeting shall then be adjourned and the results shall be publicly read aloud. The Town Clerk shall record
and print the results. The Town Council shall certify the election results at the next regular Town Council meeting.


Article 2. To see if the Town will vote to accept the receipt of and certify the following categories of State Funds and Grants-in-Aid; or any State grants for the coming fiscal year, beginning July 1, 2004 as follows:

State Funds for Municipal Revenue-Sharing
State Funds for Local Road Assistance
State Aid to Education including Federal
Pass-Through Funds and Property Tax Relief
Public Library State Aid per Capita State Funds
State Funds for Civil Emergency
[Emergency Management Assistance]
State Funds for Snowmobile Registrations
State Reimbursement for Tree Growth
State Reimbursement for General Assistance
State Reimbursement for Veteran's Exemption

State Grants or Other Funds from the State that are not included in Articles 2 through 19.

Article 3. To see if the Town will vote to raise $4,329,968 and appropriate $5,039,968 for the 2004/2005 Municipal Budget, as approved by the Town Council.

The Town Council recommends a "yes" vote.

Article 4. To see if the Town will vote to raise and appropriate $10,000.00 for Town Council compensation for the coming fiscal year. This appropriation is in the Municipal Budget and is already incorporated within Article 3 above, but, pursuant to Section 6, Article II of the Town Charter, must be separately voted on at Town Meeting.

The Town Council recommends a "yes" vote.

(If Article 3 and 4 are approved, go to Article 13).

Article 5. To see what sum the Town will vote to raise
and appropriate to Administrative Services for the coming fiscal year.

Article 6. To see what sum the Town will vote to raise and appropriate to Municipal Finances for the coming fiscal Year.

Article 7. To see what sum the Town will vote to raise and
appropriate to Leisure and Information Services for the coming fiscal
year.

Article 8. To see what sum the Town will vote to raise and appropriate to Public Safety Services for the coming fiscal Year.

Article 9. To see what sum the Town will vote to raise and appropriate to Public Works Services for the coming fiscal Year.

Article 10. To see what sum the Town will vote to raise
and appropriate to Council, Boards and Committees for the coming fiscal year.

Article 11. To see what sum the Town will vote to raise and appropriate to Community Service Agencies for the coming fiscal Year.

Article 12. To see what sum the Town will vote to raise and appropriate to Stimson Hall for the coming fiscal year.

Article 13. To see if the Town will vote to authorize the transfer of $300,000 from the Undesignated Fund Balance to the fiscal year 2005 budget revenues and to appropriate the same to pay for the bridge replacements.
The Town Council recommends a "Yes" vote.

*refers to line item 1200-6768 in the Fiscal Year 2005 Budget-Article 3

Article 14. To see if the Town will vote to authorize the transfer of $116,000 from the Undesignated Fund Balance to the fiscal year 2005 budget revenues and to appropriate the same to fund this fiscal year's Public Safety Capital Investment Reserve.

The Town Council recommends a "Yes" vote.

*refers to line item 1100-6925 in the Fiscal Year 2005 Budget-Article 3

Article 15. To see if the Town will vote to authorize the transfer of $105,000 from the Undesignated Fund Balance to the fiscal year 2005 budget revenues and to appropriate the same to fund in part this fiscal year's Public Works Equipment and Vehicle expenses.

The Town Council recommends a "Yes" vote.

*refers to line item 1200-6763 in the Fiscal Year 2005 Budget-Article 3

Article 16. To see if the Town will vote to authorize the transfer of $138,600 from the Undesignated Fund Balance to the fiscal year 2005 budget revenues and to appropriate the same to pay off the remaining two years of short term debt service on the acquisition loan for the Old Post Office Building.

The Town Council recommends a "Yes" vote.

*refers to line item 1000-6708 and 1000-6709 in the Fiscal Year 2005 Budget-Article 3

Article 17. To see if the Town will vote to authorize the transfer of $50,400 from the Undesignated Fund Balance to the fiscal year 2005 budget revenues and to appropriate the same to reduce the tax rate for that fiscal year.

The Town Council recommends a "Yes" vote.

*refers to a revenue which if not approved increases the tax rate by $.08

Article 18. To see if the Town will vote to authorize the transfer of $200,000 from the Undesignated Fund Balance to the project account for the Sand and Salt Shed and Transfer Station Improvements to reduce the authorized amount that must be borrowed to fully fund the project and to appropriate the same for that purpose.

The Town Council recommends a "Yes" vote.

Article 19. To see if the Town will vote to raise and appropriate funds for a law enforcement contract for up to 40 hours per week for fiscal year 2005 not to exceed one hundred and ten thousand dollars ( $110,000) and that the Town Council or its designee is authorized on behalf of the Town to take any action(s) necessary to negotiate and execute any documents or contracts it deems necessary or appropriate to implement the same as may be more particularly described at the Town Meeting.

*This amount equals $.17 on the tax rate

This Order shall be in full force and effect from and after passage.

Ordered and accepted and given under our hands and seal in the State of Maine, County of Cumberland, Town of Gray, this the eighteenth of May, 2004 by the Gray Town Council.
