I
attended the council meeting of Aug. 16. Your report
of what took place at that meeting was both accurate
and on target. I liked the opinion editorial too.
Vice-Chair Upham stated very clearly that he was not
opposed to the Celebration that the Gray Fire Association
is planning. He was concerned that the permitting
procedure had not been followed.
What I understood at the meeting, is that Council
asked the Town Manager if the Fire Association needed
to comply with the Mass Gathering Ordinance and he
stated that they must.
When the Council pressed the Manager about compliance
to the ordinance, it seems the Fire Association did
not meet the 60 day application rule.
Realizing this, the Manager then did a backstroke
stating he erred and suggested the Association may
or may not need to comply. What the Town Manager also
stated was if the Association needed to comply, then
the American Legion needed to comply also to hold
their annual Memorial Day event. This is when I spoke
to the issue and stated something needed to be done
to the ordinance because this would put undue hardship
on the Legion.
Thank you to The Monument for reporting the meeting
correctly and thank you to Vice-Chair Upham for separating
his support of the Celebration from the Manager's
failures to properly apply the ordinance.
