Annual Warrant Town of Gray

In addition to the Annual Town warrant to be voted on Saturday, June 11 at Town Meeting, there will be a non-binding referendum question presented at the polls on June 14. This referendum is non-binding and advisory only. Town of Gray voters will be asked the following question at the polls:

"Should the Town of Gray work with the newly formed citizen's group, "Gray Public Library Association," which intends to refurbish the existing Pennell School Building, so that the town could then lease the building back to serve as the Town's sole library with subsequent use and operation of same to be at the town's sole expense?"

ANNUAL TOWN MEETING WARRANT

Cumberland, SS. State of Maine
To Donna Hill, a resident of the Town of Gray

Greetings:

In the name of the State of Maine, you are hereby required to notify the Voters of the Town of Gray [qualified by law to vote in Town affairs] to meet at Newbegin Center on Saturday June 11, 2005 at 8:00 a.m. to act on Articles 1-21.

Article 1. To choose, by ballot, a Moderator to preside at said Annual Town Meeting and to conduct the Annual Election on Tuesday, June 14, 2005 from the hours of 6:00 a.m. to 8:00 p.m. The Election shall be held at Newbegin Center.

At the conclusion of the business meeting, the Town Meeting shall then be recessed to a time certain: June 14, 2005 from 6:00 a.m. to 8:00 p.m. at Newbegin Center; whereupon such Town Meeting shall come to Order to conduct the Municipal Election for all necessary Municipal Officers:

two [2] Town Councilors for a term of three [3] years,
one [1] Town Councilor for a term of one [1] year,
two [2] School Administrative District No. 15, Board of Directors, each for a term of three [3] years;
and one [1] Gray Water District seat for one term of five [5] years;
and one [1] Gray Water District seat for the remaining term of one [1] year; and any referendum question[s] legally presented.
ABSENTEE BALLOTS SHALL BE OPENED AT 2:00 P.M. AND STARTING AT 6:00 PM THROUGH THE CLOSING OF THE POLLS.

At the conclusion of the election, the Town Meeting shall then be adjourned and the results shall be publicly read aloud. The Town Clerk shall record and print the results. The Town Council shall certify the election results at the next regular Town Council meeting.

Article 2. To see if the Town will vote to accept the receipt of and certify the following categories of State Funds and Grants-in-Aid; or any State grants
for the coming fiscal year, beginning July 1, 2005 as follows:

State Funds for Municipal Revenue-Sharing

ANNUAL TOWN MEETING WARRANT

State Funds for Local Road Assistance

State Aid to Education including Federal
Pass-Through Funds and Property Tax Relief

Public Library State Aid per Capita State Funds

State Funds for Civil Emergency
[Emergency Management Assistance]

State Funds for Snowmobile Registrations

State Reimbursement for Tree Growth

State Reimbursement for General Assistance

State Reimbursement for Veteran's Exemption

State Grants or Other Funds from the State that
are not included in Articles 2 through 21.


Article 3. To see if the Town will vote to approve the $10,000.00 already included in Article 4 below, for Town Council compensation for the upcoming fiscal year. This appropriation is in the Municipal Budget and is already incorporated within Article 4 below but, pursuant to Section 6, Article II of the Town Charter, must be separately voted on at Town Meeting. The Town Council recommends a "yes" vote.

Article 4. To see if the Town will vote to raise $4,998,716 and appropriate $4,998,716. for the 2005/2006 Municipal Budget, as approved by the Town Council. The Town Council recommends a "yes" vote.

(If Articles 3 and 4 are approved, go to Article 13).

Article 5. To see what sum the Town will vote to raise and appropriate to Administrative Services for the coming fiscal year. The Town Council recommends a "yes" vote.

Article 6. To see what sum the Town will vote to raise and appropriate to Municipal Finances for the coming fiscal Year. The Town Council recommends a "yes" vote.

Article 7. To see what sum the Town will vote to raise and appropriate to Leisure and Information Services for the coming fiscal year.
The Town Council recommends a "yes" vote.

Article 8. To see what sum the Town will vote to raise and appropriate to Public Safety Services for the coming fiscal Year.
The Town Council recommends a "yes" vote.

Article 9. To see what sum the Town will vote to raise and appropriate to Public Works Services for the coming fiscal
Year.
The Town Council recommends a "yes" vote.

Article 10. To see what sum the Town will vote to raise and appropriate to Council, Boards and Committees for the coming fiscal year.

Article 11. To see what sum the Town will vote to raise and appropriate to Community Service Agencies for the coming fiscal Year.
The Town Council recommends a "yes" vote.

Article 12. To see what sum the Town will vote to raise and appropriate to Stimson Hall for the coming fiscal year.
The Town Council recommends a "yes" vote.

Article 13. To see if the Town will vote to authorize the transfer of $167,000 from the Undesignated Fund Balance to the fiscal year 2006 budget revenues and to appropriate the same to pay for the bridge replacements.
The Town Council recommends a "Yes" vote.

Article 14. To see if the Town will vote to authorize the transfer of $116,000 from the Undesignated Fund Balance and the transfer of $274,000 of existing reserves to the fiscal year 2006 budget revenues and to appropriate the same to fund the purchase of the two pieces of fire apparatus in fiscal year 2006 as part of the public safety planned capital expenses.
The Town Council recommends a "Yes" vote.

Article 15. To see if the Town will vote to authorize the transfer of $80,000 from the Undesignated Fund Balance and the transfer of $54,000 from existing reserves to the fiscal year 2006 budget revenues and to appropriate the same to fund the purchase of the front loader in fiscal year 2006 as part of the public works planned capital expenses.
The Town Council recommends a "Yes" vote.

Article 16. To see if the Town will vote to authorize the transfer of $72,800 from the Undesignated Fund Balance to the fiscal year 2006 budget revenues and to appropriate the same to the Technology reserves as part of the capital expenditure schedule for fiscal year 2006.
The Town Council recommends a "Yes" vote.

Article 17. To see if the Town will vote to authorize the transfer of $17,000 from the Undesignated Fund Balance to the fiscal year 2006 budget revenues and to appropriate the same for capital improvements for the Newbegin Center both inside and outside.
The Town Council recommends a "Yes" vote.

Article 18. To see if the Town will vote to authorize the transfer of $6,000 from the Undesignated Fund Balance to the fiscal year 2006 budget revenues and to appropriate the same for the northerly boundary line portion of the Transfer Station fence project.
The Town Council recommends a "Yes" vote.

Article 19. To see if the Town will vote to authorize the transfer of $19,500 from the Undesignated Fund Balance to the fiscal year 2006 budget revenues and
to appropriate the same for the purchase of three new voting machines.

Article 20. To see if the Town will vote to authorize the transfer of $40,000 from the Undesignated Fund Balance to the fiscal year 2006 budget revenues and to appropriate the same for the repainting of the Stimson Hall exterior and to establish a reserve of $20,000 for future work at Stimson Hall.
The Town Council recommends a "Yes" vote.

Article 21. To see if the Town will vote to authorize the transfer of $2,500 from the Undesignated Fund Balance to the fiscal year 2006 budget revenues and to appropriate the same for the additional monitoring well in cooperation with the Gray Water District.
The Town Council recommends a "Yes" vote.
