New Gloucester Town Manager Report

By Rosemary Kulow

Job Descriptions
Occupational Health and Rehabilitation provided worksheets for us to use to evaluate the essential functions of employment positions. This information will help us correctly write job descriptions so they truly state the requirements of each position and comply the ADA. The information from the essential function evaluations will also provide necessary information to health care workers, so at applicants' pre-employment physicals, their fitness to perform the essential functions of the jobs for which they are applying can be accurately assessed by health care providers. We have been working on revisions to all job descriptions to include this new information.

Route 231 Project
Blair Watson at MDOT told me on August 18th that the reason the Route 231 project is at a standstill is because they have to wait until mid-September to get the necessary blasting done. When MDOT went out to bid they only received one bid for blasting on this project. The company who submitted the bid is very busy and can only do the work in mid-September.

Personnel Policy
The policy has been reviewed and revised and is nearly ready to submit to the full board. One final review by the committee may be necessary to discuss the revisions recommended by the town attorney.

Dept. of Labor Safety Inspection
At the town's request and invitation, the DOL has inspected town facilities for OSHA/safety violations. Because this inspection was requested by the town, it shows the town's commitment to safety and rectifying unsafe workplace conditions. It also prevents the levying of fines during the six-month period the town has to correct the non-compliant situations. We should be receiving a report of the violations in the near future, at which time we will begin correcting all areas of non-compliance.

Personal Property Tax Collection
The letters have gone out to all those who owe delinquent personal property taxes. Taxpayers have until September 12th to pay the balances due before the town proceeds with the lien process and small claims court.
